Dear Fiddes,
With reference to your letter to Spicer of
the 14th ultimo, relative to the continued absence
from Vladivostock of Sir C.Eliot, I am now able to
tell you that Sir C.Eliot has been appointed Ambas-
sador at Tokio.
I should be grateful if you will keep this
information confidential until the appointment is published, as we have not yet received the agrément of the Japanese Government.
